Pashminder Boparai, 30, of Abbotsford, and Moeen Khan, 22, of Surrey have been charged with conspiracy to commit murder and are currently wanted on Canada-wide warrants.
The charges stem from the multi-jurisdictional, anti-gang investigation dubbed Project Territory.Canada-wide arrest warrants have been issued for a pair of Metro Vancouver men charged with conspiracy to commit murder in connection with the Lower Mainland gang conflict.Vancouver police say the charges against Moeen Khan, 22, of Surrey, and Pashminder Boparai, 30, of Abbotsford, stem from the multi-jurisdiction, anti-gang investigation dubbed Project Territory. Two Ottawa men, 28-year-old Mustapha Ali and 23-year-old Nobin Malonga-Massamba, have also been charged with conspiracy to commit murder along with additional firearms offences.Ali and Malonga-Massamba are in custody, while Khan and Boparai remain at large.Police would not reveal who was the target in the alleged murder conspiracy.“I can’t comment on that it’s part of ongoing investigation and trial,” said Staff Sgt. Lisa Byrne, with the VPD’s organized crime section.Byrne did say that the target was someone involved with the gang lifestyle.
Anyone who sees Khan or Boparai, or who may have any information about their whereabouts, is asked to call 911 immediately. Information can also be shared anonymously through Crime Stoppers at 1-888-222-8477.Khan is described as south Asian, 5-foot-8 and 170 pounds.Boparai is also south Asian and uses a wheelchair.“He has one arm that is not working and one leg that has been amputated,” said Byrne. “He was, when standing, approximately 6-foot-2 and 181 pounds.”MORE TO COME
